DOJO – A House Republican has introduced new legislation aimed at shifting more financial responsibility for pregnancy onto fathers, as Republicans continue to push back against accusations that the party opposes abortion without adequately supporting women who carry pregnancies to term.
Republican Rep. Ashley Hinson of Iowa has unveiled the Supporting Healthy Pregnancy Act, a bill that would require biological fathers to help cover pregnancy-related medical costs before a child is born, according to Fox News.
What does the Supporting Healthy Pregnancy Act propose?
Under the bill, states would be required to set up systems allowing pregnant women to request financial contributions from the biological father during pregnancy.
If approved, fathers would be mandated to pay at least 50% of out-of-pocket medical expenses tied to pregnancy and delivery. These costs include doctor visits, hospital care, and health insurance premiums related to maternity care.
However, the legislation includes clear limits. Abortion-related expenses are explicitly excluded, and payments would only become legally enforceable once the mother requests them. Fathers would not be automatically obligated without that formal request.
Currently, in most U.S. states, child support orders can only begin after birth, leaving many women to handle pregnancy-related expenses on their own.
Why Republicans say the bill matters
Hinson’s proposal is part of a broader Republican effort to present a more comprehensive pro-family policy agenda, particularly as Democrats argue the GOP places restrictions on abortion without providing practical support for women and families.
The Iowa congresswoman has described herself as a “mom on a mission,” emphasizing that pregnancy support should extend beyond ideological debates.
“I want to make life easier for my fellow moms and families,” Hinson told Fox News. “That’s why I’m working to expand access to maternal care, ensure women have resources throughout pregnancy and beyond, and improve child care options for growing families.”
Hinson, who is currently running for the U.S. Senate in Iowa, said strengthening families is central to national stability, adding that policy should reflect that reality.
Other pregnancy-related bills from Hinson
The Supporting Healthy Pregnancy Act is not Hinson’s first legislative effort in this area. She has also introduced a bill requiring higher education institutions to inform pregnant students about their rights, accommodations, and available campus resources.
That proposal aims to ensure women pursuing higher education know they have alternatives beyond abortion, including academic flexibility and institutional support during pregnancy.

The bill comes amid ongoing national debate over reproductive policy, family values, and parental responsibility. While Democrats continue to frame Republican abortion policies as restrictive, GOP lawmakers like Hinson argue that proposals such as this one reflect a broader commitment to supporting women, parents, and children — financially and practically.
