DOJO — The United Nations announced sharp cuts to its 2026 budget and workforce as unpaid contributions from member states soar to $1.59 trillion, marking one of the organization’s most severe liquidity crises in years.
Budget and Staffing Reductions
UN Secretary-General Antonio Guterres unveiled a proposed $3.24 billion regular budget for 2026, a $577 million reduction from 2025, representing a 15.1% decrease.
The proposal includes the elimination of 2,681 staff positions, or 18.8% of the workforce, across multiple UN agencies. Guterres stressed that cuts target positions that can be handled more efficiently or outsourced, while ensuring a responsible transition with support for affected employees.
Despite the reductions, the UN agency for Palestinian refugees (UNRWA) will maintain its budget due to high humanitarian needs in Gaza, and the Development Account and African advocacy programs will remain at 2025 funding levels.
Cash Flow Crisis
Guterres highlighted the ongoing liquidity crisis, noting the UN ended 2024 with $760 million in arrears, of which $709 million remains unpaid, and an additional $877 million due for 2025, bringing total unpaid dues to $1.586 billion.
He called on member states to pay contributions in full and on time, warning that even drastic budget cuts will not stabilize finances unless states settle outstanding payments.
The United States, the largest contributor at 22% of the regular budget, has previously signaled interest in reducing funding, raising further concerns about the UN’s fiscal outlook.
Efficiency and Operational Changes
The UN plans to close or scale down some missions and reduce its presence in New York, where high real estate costs have prompted the termination of two leases by 2027, saving $24.5 million annually. Since 2017, office reductions in New York have already saved $126 million.
Peacekeeping operations, funded separately, also face pressure, with warnings that financial shortfalls could force cuts to a quarter of personnel across nine missions.
